It doesn't constitute a violation of the Double Jeopardy Clause to punish defendants under both § 287 and § 1001 because the language of the statutes demonstrates Congress intended to create two distinct violations. Here, Halverson and Olson discuss prosecutions brought under § 1001, the False Statements Act, and address criminal charges brought under § 287, the False Claims Act.
