Zusammenfassung:Even though the emerging model of social policy in the Republic of Tajikistan differs substantially from the previous one, in its formation, economists must not ignore but instead must make use of the positive aspects of the previous social policy ensuring that the later is optimally adapted to the conditions of the market economy. The development of the system of social guarantees is predetermined by three factors: 1. The ideas of social justice that prevail in society, 2. The level of a country's economic, social, and political development, and 3. The degree of tension in social and class relations. In the long run, the functioning of a system of social guarantees has a single aim: providing access to a certain minimum of goods and services. The only way to achieve this goal is with a policy that aligns prices and incomes.
