RESULTS OF THIS STUDY INDICATE THAT IN RURAL AREAS THE ELDERLY POOR CONSTITUTE A RELATIVELY LARGE SEGMENT OF THE POPULATION WHICH WOULD NOT BE HELPED DIRECTLY BY ECONOMIC DEVELOPMENT. PUBLIC EMPLOYMENT MAY BE CALLED UPON TO PLAY A SIGNIFICANT ROLE IN THE IMMEDIATE ALLEVIATION OF RURAL WHITE POVERTY.
