Zusammenfassung: | RURAL WHITE AMERICANS WHO DWELL IN POVERTY HAVE RECEIVED RELATIVELY LITTLE PUBLIC ATTENTION DESPITE THE FACT THAT THEY CONSTITUTE ALMOST 80 PERCENT OF THE RURAL POVERTY POPULATION. RECENT RESEARCH LEADS TO THE CONCLUSION THAT THE REDUCTION OF POVERTY AMONG RURAL WHITES IS STRONGLY RELATED TO THE DEVELOPMENT OF RURAL AREAS. TRAINING PROGRAMS IN CONJUNCTION WITH IMPROVED EDUCATION AND HEALTH FACILITIES ARE NEEDED TO PREPARE RURAL WORKERS FOR NONAGRICULTURAL SKILLS AND JOBS WHICH EVEN NOW ARE THE MAJOR SOURCE OF EMPLOYMENT IN RURAL AREAS. RESULTS OF THIS STUDY INDICATE THAT IN RURAL AREAS THE ELDERLY POOR CONSTITUTE A RELATIVELY LARGE SEGMENT OF THE POPULATION WHICH WOULD NOT BE HELPED DIRECTLY BY ECONOMIC DEVELOPMENT. PUBLIC EMPLOYMENT MAY BE CALLED UPON TO PLAY A SIGNIFICANT ROLE IN THE IMMEDIATE ALLEVIATION OF RURAL WHITE POVERTY. IT PRESENTS A DESIRABLE ALTERNATIVE TO WELFARE AND, IF PROPERLY STRUCTURED, CAN HASTEN DEVELOPMENT. TABLES. |
