Zusammenfassung: | A comparison of the environmental attitudes and approaches in the 1970s to the environmental situation in the 1990s reveals a shift from awareness of environmental threats to a deliberation on the economics of environmental management. In 1970, the principal worry was pollution that could be seen, smelled, or heard. Today, concern has spread to include pollution by chemicals and radionuclides at microlevels of concentration. Governmental policymaking in the environmental field has moved sharply in the direction of more comprehensive approaches. Early attempts to protect the environment were based on the management of one pollutant at a time. Now, governments are adopting much broader strategic approaches. Today, the extent and severity of environmental degradation in Eastern and Central Europe pose a special challenge to economic reform in that region. Integration of economics and environmental decision making will be the dominant concern of environmental policymakers and their colleagues in other government ministries and departments in the 1990s. |
