Counter-Cyclical Debt Management: Reply

Some of Professor Lawrence's criticisms suggest to me the need for greater clarity on my part and the need for empirical testing. Many of his remarks, however, do not seem harmful to (or, in some cases, relevant to) my case for using debt management as a stabilization weapon.
