He argues that focusing events such as the 1968 urban riots forced policy elites at the state and federal level to open up a policy window that enabled fair housing initiatives to enter federal, state, and local political agendas. He suggests how this story might have ended differently--how the state legislature could have structured LUPA to better withstand political pressures and fundamentally alter political structures to maintain its objectives. |
