Zusammenfassung: | Paroff examines who or what should bear the responsibility for the looting of the National Museum in Baghdad Iraq in April 2003. She argues that the 1954 Hague Convention did not contemplate the civilian looting in April 2003 and thus does not address responsibility for preventing the looting. She also suggests that while the US could have done much more to protect the museum, regrettably, it did all that was required under international laws of war. |
