The Reality of Science Funding

Both Pres Clinton and Congress have proposed increases in research funding, while decreasing overall discretionary spending. However, Congress's gradual decreases in discretionary spending are more responsible than Pres Clinton's immediate raises in science followed by drastic cuts.
