They resorted to the rhetoric of class warfare in an effort to persuade their own backbenchers to support the vital measure of raising university fees. Ministers came to the sensible conclusion that if those who benefit from higher education paid a proportion of the costs, the country could afford to get half of all its young people into universities. |
