The Constitution of 1991: a deliberative democratic project

The Constitution of 1991 was not able to accomplish his main goal, the one that was the reason of his creation, the obtaining of the peace, and in this path, the guarantee of the Colombian people life and the set-up of an authentic and effective democratic culture. In this scenario, in which we consider the Constitution of 1991 as an unfinished project, where must be specified a regulation ideal of political consensus, in order to be able to overcome the conflict, and also, it is needed a constitutional consensus that allow the consolidation of a common societal project, that must be taken by a process of deliberative public reason.
