Zusammenfassung: | Excerpts are presented from the correspondence between professor Mary Ellen Oliverio and the New York State Archivist that might shed light on why Charles Waldo Haskins did not receive CPA certificate No. 1. Oliverio questions the right of Melvil Dewey in naming Broaker as No. 1 rather than Haskins. She then supports her belief that Haskins should be reinstated as CPA No. 1. The New York State Archivist then replies that Dewey may have had explicit or implicit authority over the process of issuing professional credentials. Furthermore, the Archivist says that advice cannot be provided on the interpretation or application of statutes and rules. |
