In the bad books of both sides: political egotisms and professional necessity: The partial plan "Services of General Interest" of Anhalt-Bitterfeld-Wittenberg

Central places must be designated in the planning region Anhalt-Bitterfeld-Wittenberg in order to secure the public services of general interest and their stability in municipal policy. But each municipality wants to have a central place in its sphere of administrative responsibility. How can this discrepancy be overcome in regional planning?
