Zusammenfassung: | This article studies the relationship between Mexico’s center and provinces through an analysis of the end of the federal contribution in 1948. Born under another name in 1824, this payment required states and municipalities to contribute a percentage of their revenue to the federal government. The end of this payment in 1948 provides an opportunity to reflect on the changes seen in the country from one century to the next, especially the increased powers of the federal government in the 20th Century. Thanks to these contributions, the federal government was able to reverse roles and, particularly after 1972-1973, became the primary source of revenue for state governments. This article concludes with a brief reference to the situation in 2015-2016, arguing for the need to analyze the overlooked fiscal history of Mexico in the 20th Century over the long term. |
