Zusammenfassung: | This paper provides an overview of how the New York State Office of General Services Design and Construction Group (D&C) uses 3 divisions to make an informed determination of the low bidder's responsibility and a recommendation to award the contract. The Division of Design's Cost Control unit produces a post bid report that is used to review the apparent low bidder's estimate. The Division of Contract Administration determines responsibility and reliability of the low bidder. The Division of Construction in conjunction with CADM, determines if the low bidder bid is responsive as it pertains to meeting the requirements of the work for the project. |
