Zusammenfassung:This paper was elaborated within the second objective of the project, entitled: "Study of Common Agricultural Policy and of National Development Plans (and Strategies)". We presented and analyzed the main national and EU laws in this sector. The policy directions reflected by these strategies, action plans and programs are designed to facilitate states' attitude in accepting the change, the progress of science, promoting cooperation, facilitating the further development of legal binding tools. These commitments would not have generated any results if they had been pursued from the beginning without this initial approach followed in the strategic planning phase. It was emphasized the role of "soft law" instruments in finding viable solutions accepted by the Member States of the European Union. Subsequently, they were able to take the form of "hard law" instruments, i.e. regulations, directives, decisions, reflected also in national legislation.
