Rather, those who had already arrived began to bring their families to Europe based on their right to family reunification.* The European governments observed that the migrants were seeking permanent residence. [...]this realization reluctantly pushed European governments to develop policies and processes that aimed at social integration.13 Then, there was an apprehension that the end of cold war could drive hundreds in the direction of Western Europe. Furthermore, it intends to reduce pressure on host countries by supporting them in their attempts at social cohesion and employment.
