Zusammenfassung:The aim of this paper is to review the evolution of the literature of cutback management and discuss its impact on the budget theory. To study the relevant cutback issues, this article discusses and reviews several studies related to this issue. The review showed that several tactics have been used to cope with the fiscal stress. Moreover, scholars found that the rules of the incremental budget theory were still operative under fiscal conditions.
