Zusammenfassung:This article discusses prisoners' rights in relation to developments in international law applicable to prisoners, minimum standard guidelines for Australian prisons, and State and Commonwealth interpretations relevant to international law. The 1978 Nagle Report removed substantial restrictions to prison reform, but further reform is needed in such areas as public attitudes, police practice, legislative support and prison staff training programs.
