Zusammenfassung:In 2018, the 300th anniversary of the Ministry of Internal Affairs of Russia will be celebrated. This date was the reason for the presented small historical and legal research on the role and importance of the Ministry of Internal Affairs as one of the fundamental ground of the system of state power in Russia, which it was in the pre-revolutionary period. The authors tried not only to fix names, dates, achievements and successes. This is not only history and chronicle, it is also an expression of our gratitude to people who lived to ensure that Russians feel safe in their country. The main discovery for authors in working with archival documents and periodical publications was that fundamental, core values, goals and tasks of law enforcement service remained unchanged for three centuries. If the material of this small article at least to a small extent will allow us to instill a sense of belonging to the history of the Fatherland, will be able to recall us historical facts about humanism towards our people so many survived, to support the sense of succession of generations in the police service, than this would mean that the main goal of this article is achieved.
