Zusammenfassung:At Lisbon European Council (2000) the Union set a new strategic goal for the next decade: to become the most competitive and dynamic knowledge-based economy in the world by the year 2010. Achieving this goal requires an overall strategy in which Research and Development activities (R&D) are a key and basic tool. In this context, the aim of this paper is to carry out an efficiency analysis on R&D activities across the Member States (EU-15), Iceland and Norway, using the number of patents as an R&D output indicator and R&D personnel and expenditure as input indicators
