The system is by design a decentralized one, and with expansion have inevitably come problems of maintaining coherence and achieving co-ordination. In the face of increasing fragmentation one of the most obvious and important threads holding the system together is the common system of personnel policies and practices which govern the conditions of service of international civil servants.
