Zusammenfassung:A new historical moment in Brazilian public administration starts from the tenure of President Luiz Inacio Lula da Silva (Lula) in 2003. In this context is held in Brasilia in December of that year, the 12th National Health Conference, event considered one mark to the social control and to the health public policies. As a result of this change in management, the popular participation in the federal government ceases to be a mere formality and becomes a concrete political action. From these changes, using the meta-analysis as a method, this paper examines a set of issues related to Health Councils, in order to systematize their main focus and identify the periods and the means in which there was a greater concentration of publications in the area, while pointing out the objectives, methodologies and key words that were most used from that period. For this, we used the filters Spell, Google Academico and SciELO, in order to search all articles published between 2003 and 2013 that they have the Health Councils as theme. In view of the above, the objective of this study is to investigate what is being addressed in these publications, trying to understand which are the most common concerns in academia with regard to the Health Councils, as well as detect the methodologies, objectives and key words used, and still in which periods and magazines was detected higher number of publications and finally, exposing the major findings on this group of materials.
