Zusammenfassung:The Department of Boyaca has low innovation (CEPAL, 2010) and is ranked as having one of the worse discrimination conditions against women in the National average (PNUD, 2013); It also has few disintegrated gender studies. The following variables were considered for this innovation measurement proposal: innovation, human talent, knowledge management, technological development, culture, planning and hiring. It was applied in the agriculture and tourism industry in Boyaca. Results showed that the innovation level in the companies in Boyaca is low mainly as a result of the low scores in planning, hiring and human talent in the agricultural industry and in planning, hiring and technological development in the tourism industry. The latter situation points out the serious weakness that these sectors share in spite of goods being different from services, in aspects like investment in research and development and the link to networks and diverse entities.
