The methodology used was exploratory and participatory research. Through the analysis of the proposals prioritized in the last step of the 1st Consocial observed the need for greater disclosure of information relating to public administration, the manifestation of the powers of the instruments of participation and empowerment of citizens to exercise participation. Some faults were detected in the formulation of proposals, such as the lack of participants regarding laws on transparency and the responsibilities of the tools of social participation.
