Zusammenfassung: | This study aims to contribute to the debate on transparency and social participation of Brazilian public management, performing a critical analysis on the proposals made at the 1st National Conference on Transparency and Social Control (Consocial) on its axis 1. Through the analysis sought to identify whether the proposals made during the 1st Consocial contributed to the exercise of social control based on transparency and access to information. The methodology used was exploratory and participatory research. Through the analysis of the proposals prioritized in the last step of the 1st Consocial observed the need for greater disclosure of information relating to public administration, the manifestation of the powers of the instruments of participation and empowerment of citizens to exercise participation. Some faults were detected in the formulation of proposals, such as the lack of participants regarding laws on transparency and the responsibilities of the tools of social participation.
