Zusammenfassung: | The central purpose of this paper is to identify whether the range of international trade agreements (from the General Agreement on Tariffs and Trade (GATT) to the WTO) can adequately support climate-friendly technology transfer. To accomplish this objective, the paper will apply the Law and Policy Design (LPD) method, which is a ground-breaking theoretical and analytic method of research,12 in order to develop an alternative climate-friendly technology transfer policy analysis framework. This analysis framework will include two argument processes which are known as critical argument and constructive argument. By completing this two-step process, the author expects to contribute to the delineation of a systemic arrangement to promote climate-friendly technology transfer. The article's conclusion will contend that current international trade rules are inadequate to promote climate-friendly technology transfer and will suggest a workable public policy paradigm. |
