Zusammenfassung: | The public authorities' activity is mainly focused on regulatory acts producing legal effects, whose initiation, drafting and enforcement is conducted according to several techniques and procedures established by the law. Given that every country has its own population and tradition, the law and drafting procedures of law will be different from country to country. Each country draws up its own set of rules and drafting procedures. The legislative drafting reflects in documents meant to be understood by people who represent the target in order for them to be enforced. In many countries, Romania included, but even at the level of the European Union, the regulatory acts projects are submitted for approval together with a statement of reasons, an underlying note or a written report of approval, as well as an impact assessment, according to each case. These statement and motivation tools are either incorporated in the act and are published or drawn up separately, their publication being optional. |
