Zusammenfassung:Illuminates the possibilities and limits of arms control as a vehicle for partial disarmament by outlining the contemporary arms control agenda; identifying a series of long-term, quasi-structural constraints on arms control; and reflecting on the prospects for navigating around these constraints. It is argued that the future is open: the constraints on arms control are elastic and potentially responsive to changes in the norms shaping international society.
