Implementation of the Carl D. Perkins Vocational Education Act in Texas

The research reported in this article used a case study method to determine the impact of the Carl Perkins Act at both the state and local level in Texas. Because the implementation of the Act coincided with major school reform in Texas, the impact is assessed within that context. Examples of the delivery of vocational education are described based on data gathered at the state level and in several communities over a 2 year period.
