Zusammenfassung:Now we are transmitting for your reference the August 12, 1955, report by the Liaoning Provincial Committee on the question of APCs. The center considers that the policy of the Liaoning Provincial Committee is correct. Concerning the interrelationship between socialist industrialization and the socialist transformation of agriculture, we should emphasize the close linkage between the two rather than emphasizing the former and playing down the latter. If we do not keep the pace of the socialist transformation of agriculture in step with that of socialist industrialization, socialist industrialization cannot be accomplished in isolation and will inevitably run into tremendous difficulties. However, right up to this moment many people in [our] party still do not understand this point. Concerning various preparatory work for overhauling, establishing, and expanding cooperatives, the Liaoning Provincial Committee pointed out that this work should include the following: "mobilize people's thinking level by level, criticize and overcome right-deviationist thinking, enthusiastically utilize the broad cadres' and masses' enthusiasm and initiative; make a good job of overall planning at various levels, especially at the village level (that is, at the township level, since in the provinces of the Northeast this level is yet to be called the township level) where the cooperativization plan in terms of the class composition of APC membership must take priority; continue doing well the work of overhauling and consolidating the existing cooperatives; carry out a step further the various concrete policies for cooperativization, and investigate, clean up, and purify cooperative organizations; strengthen leadership over mutual aid teams so as to lay a good foundation for establishing APCs; closely integrate the work of overhauling and establishing cooperatives and that of strengthening party organizations at the grassroots level." These [measures] are all appropriate.
