Citizen Response to Mandatory Recycling

This article examines waste stream reduction in a municipal recycling program that recently expanded from a voluntary to a mandatory system. The authors analyze citizen attitudes toward recycling and self-reported compliance with the plan. Evidence suggests how to optimize the program.
