Zusammenfassung: | Rules for port sivad, a simulation concerned with the expeditious location of a sewage plant in a hypothetical urban area, intended for instruction in university classes, are detailed. Port sivad involves governmental bargaining, citizen reaction, and possible side payments, and focuses on such issues as: inequities in the spatial allocation of noxious public facilities; the effect of citizen organization on governmental decision-making; potential influence of personal wealth on politics; civil disobedience as an instrument of power; pressures that time imposes on decision-making; and the overall nature of group interaction with regard to location decisions. The 15 primary roles in port sivad (I.E., Mayor, City council members, community leaders, etc.) are explained, and their motives are evaluated.
