Pro Bono Publico or Pro Bono Organized Bar?

The organized bar has tended to respond to its obligation to provide legal services to the public by sending money or surrogates to do the job. But that is no longer an adequate response. Now we need some system of affirmative service or tithing, enforced by sanctions and disciplinary procedures.
