Zusammenfassung:This article analyzes the current political and constitutional situation in Bolivia. A country with traditional governance problems, marked by a sharp decline in the prestige and authority of the state, the weakening of an already debilitated rule of law, the collapse of traditional political parties, increased ethnic and regional tension and a clash between rival visions of Bolivia's future that differ fundamentally. The Government of Evo Morales should have supposed an opportunity to emerge from the crisis and repair the damage done to legitimate state authority during the past tumultuous years, rebuild relations between the executive branch and Congress, broaden efforts at improving municipal and departmental government, and begin a long overdue effort to promote transparency in government and fight corruption. The first step in this way should have been the constitutional reform claimed years ago by his related groups, but this process has become a real disaster. [PUBLICATION ABSTRACT]
