Zusammenfassung: | Hall talks about international leaders finding themselves formulation policy under such circumstances in the direct aftermath of September 11. Hall looks at the behavior of two states in particular-the Russian Federation (RF) and the People's Republic of China (PRC)-to explore how their respective leaders chose to act toward the United States.
