Win-win collaboration?: Understanding donor-private sector engagement in health and its implications for Universal Health Coverage

This chapter explores the donor financing of the for-profit private sector in health, setting out some of the mechanisms and modalities utilised. In the health field, private sector engagement is seen as necessary to achieve the SDG target 3.8 on Universal Health Coverage, defined as all people having access to the healthcare they need, without facing financial hardship. Although some donor-private sector health investments identified span a range of functions from research, development, and manufacture of health products, to supply chain and logistics, in the examples explored the authors primarily focus on donor support to for-profit service provision in healthcare The remainder of this chapter presents selected findings of a mapping exercise to identify health-focused private sector partnerships financed by Germany, the European Union, France, and the UK for the period 2010-19, alongside a more detailed exploration of characteristic examples emanating from the research.
