Zusammenfassung:This chapter describes methods for assisting business survey designers with development, testing, and evaluation of data collection instruments to improve their effectiveness in obtaining quality response data from business survey respondents, while also controlling or reducing burden. It then moves on to listing a variety of development, testing, and evaluation methods; indicating appropriate uses; and highlighting adaptations that accommodate the business survey setting. The chapter focuses on self‐administered data collection instruments, both paper and electronic. It also provides examples of using multiple development, testing, and evaluation methods, demonstrating how they complement one another. The chapter describes common NSI organizational structures supporting instrument development, testing, and evaluation, along with descriptions of logistics and procedures for carrying out this research.
