Introduction, and a Tale of Two Missions

Despite the central importance of Command and Control (C2) in military affairs, there is no universally accepted definition of the phrase. In very general terms, it is usually understood to indicate the management of personnel and resources in the context of a military mission. In this book, we adopt a fairly expansive definition:This definition can apply to conventional military operations by a single country, coalition military operations by several countries, civilmilitary partnerships conducting disaster relief operations, civilian law enforcement, and many other endeavors.
