Zusammenfassung:The study illustrates how strategic environmental assessment (SEA) can promote sustainable development plans. It defines and applies an SEA methodology to two draft plans: the hydrological plan for the Duero basin in Spain and the irrigation plan for the region of Castilla y León. Although prepared by national and regional authorities, respectively, both draft plans refer to the management and use of water as a resource for economic development and refer roughly to the same area. The SEA addresses the environmental, economic, and social impacts of the combined draft plans, using relevant indicators and objectives. The analysis shows that the proposals would lead to high financial costs and significant negative impacts on the environment for each job created; it develops and assesses a number of alternatives that would address these impacts. The results are used to define SEA procedures for the new Structural Funds period (2000–2006) and will provide a useful lesson for plans at all levels of government within Spain.
