Competition Policy and the Transition to a Low-Carbon, Efficient Electricity Industry

U.S. industries are facing intense pressures to become more energy efficient. Two concerns are driving this transition. One is the need to lower the carbon footprints of energy-intensive sectors. A second concern is the need to achieve energy security by reducing this country's reliance on foreign sources of energy supplies.
