Zusammenfassung: | This study’s major goal is to investigate how attitudes concerning AHTO affect the formulation of alcohol policies and their results. The first chapter defines the theoretical perspective of alcohol’ harm to others, the influence of hegemonic alcohol discourses (sobriety, disease and risk) on alcohol policies which ranging from prohibition to soft control. Emphasis is placed on reviewing evidence-based, effective alcohol control measures that reduce alcohol use and harm. The second part of the monograph consists of a comparison of the results of Standardized European alcohol surveys (2015 and 2020), determining what effect the tightened alcohol policy had on indicators of alcohol’ harm to others and on the public support towards alcohol policies after five years period in Lithuania. The third chapter of the monograph presents the research data of qualitative interviews with the actors of alcohol policy formation. The factors that have a fundamental influence on why alcohol’s harm to others is not among the main goals of alcohol policy in Lithuania are highlighted. The monograph ends with general conclusions and recommendations. |
