동아시아지역을 둘러싼 미중관계: 중국의 해양대국화를 중심으로

본 연구는 메타이론(Meta Theory)상 개체주의적 존재론과 실증주의적 인식론에 기반하고, 국제질서의 무정부성과 합리적 행위자 가정을 공유하면서도 현실의 서로 다른 측면에 주목하는 신현실주의와 신자유주의에 각각 의존하여, 중국의 해양대국화가 미중관계에 미치는 영향력을 분석해보았다. 신현실주의가 중시하는 구조적 수준(system level)의 변수인 국가의 물리적 세력 증강, 세력구조의 변화에 착안하여, 중국의 해양대국화 추진에 따른 해군력 증강, 미일동맹의 강화, 미국과 동남아 각국과의 군사관계 변화, 그리고 대만을 둘러싼 미중간 세력경쟁 등을 검토하였다. 다음으로 신자유주의가 중시하는 국가 인식, 국내정치, 국제레짐 등 행위자 수준(agent level)의 변수에 착안하여, 중국의 해양인식, 국내정치적 특성, 중국 해양대국화에 대한 미중 상호인식, 그리고 미중 양국에 의해 활성화 되고 있는 동아시아 다자간 해양레짐 등을 살펴보았다. 분석결과에 따르면 중국의 부상에 따른 해양대국화 추진은 탈냉전시대 미국의 동아시아 해양패권 유지 의도와 근원적으로 긴장관계를 빚고 있으며, 동아시아지역을 둘러싼 미중관계의 요체는 ‘중국의 해양대국화 추진에 따른 미국의 적극적 견제’에 있다. This study aims to analyze the influence of China’s seeking for great naval power on the U.S China relation. this study depends on both neorealism and neoliberalism based on similar meta theoretic grounding(ontology of individualism & epistemology of positivism). Sharing common suppositions that international society is under anarchy and nations are rational actors, both neorealism and neoliberalism each focus on different valuables. From the perspectives of the former, focusing on the system valuables-changes in the distribution of naval powers, this study analyzes China’s naval power build-up, reinforcement of the U.S.-Japan military alliance, the U.S re-strengthening its military ties with East Asian nations, and the rivalry between the U.S and China over Taiwan. From the perspectives of the latter, focusing on the agent aluables, this study also scrutinizes China’s intention of seeking for great naval power, traits of domestic politics, the U.S.’s viewpoint on China’s reinforcing of naval power, and multilateral approaches designed by both of them. This study reveals that China’s seeking for great naval power along with the rise of China, causes strained relation with the U.S. who wants to retain the hegemony of the East Asia. and real relationship between the U.S. and China lies on the China’s vivid seeking for great naval power and the active restraining from the U.S. KCI Citation Count: 27
