핵비확산과 네트워크 세계정치: 이론과 실제

이 연구는 비확산 국제정치의 향후 전개 방향을 전망하기 위해, 관련된 이론적 관점을 비교·검토하고 보다 효과적인 비확산 정책을 위한 함의를 도출하는 것을 목적으로 한다. 선행 연구들의 논의는 비확산 국제정치의 구조를 파악하고 행위자 간의 상호작용을 적절히 다루는데 한계가 있음을 드러낸다. 이 연구는 기존 논의의 한계를 종합적으로 극복하기 위한 이론적·실천적 대안으로서 네트워크적 관점의 도입을 주장하고, 복합비확산네트워크(complex network of non-proliferation)의 구축을 전망한다. 현 비확산 네트워크상에서 한국이 구조적 공백을 활용하여 중개자의 역할을 할 수 있는 기회의 창은 열려 있다. 한국이 주어진 개별적 네트워크에서의 위치를 정확히 파악하여 적절한 중개자의 역할을 수행함은 물론 강대국들이 부과하는 표준이 놓치고 있는 부분에 대해 보완하는 역할까지 수행할 때 네트워크상에서 한국의 위상이 높아질 수 있다. 비확산 네트워크의 구조를 정확히 이해하고 성공적인 번역의 전략을 구사해야 한다. 이를 위해서는 비확산 국제정치에 대해 단선적인 접근을 불식하고 구조적 조건이 허용하는 범위 내에서 최대한 자율적이고 생산적인 논의를 주도할 준비를 해야 할 것이다. 아울러 네트워크를 포함하는 다양한 행위자들과 다양한 방식으로 연합할 수 있는 네트워크적 능력을 갖추어야 할 것이다. This study tries to lay a foundation for a new approach to non-proliferation politics. Toward this end, it compares existing models for explaining non-proliferation politics and reviews some of the important practices based on the models. This study argues that previous efforts have shown critical limitations in dealing with the complexities of non-proliferation politics, and suggests an approach based on network politics as a theoretical and practical alternative. Introducing the concept of network politics to the issue of non-proliferation, this study emphasizes the necessity of building a complex network of non-proliferation that can operate with the issues of security and peace and various actors embedded in non-proliferation politics in a more balanced and practical manner. The opportunity for Korea and other concerned parties to utilize structural holes in the complex network of non-proliferation and to play an efficient role of broker remains open. In this regard, it can be hardly overemphasized that grasping the configuration of the network to which parties belong is the first step, and a good translation in that network is the second, toward effective practices. In doing so, the complex network of non-proliferation should maintain a high level of openness and increase the probability of preferential connections. KCI Citation Count: 4
