한국 폐자원에너지 기업의 경제적 성과에 미치는 영향요인 연구: 정부 정책의 매개효과를 중심으로

폐자원에너지의 높은 보급량에도 불구하고 대체에너지의 존재, 많은 초기 투자비 및 운전비용 등으로 인해 관련 시장및 기업 규모는 영세한 실정이다. 따라서 국내 폐자원에너지 산업의 육성과 더불어 관련 기업의 경제적 성과 확대를 위해서는 시장기반 조성을 위한 정부의 주도적인 정책적 뒷받침이 필요하다. 이에 본 논문은 한국 폐자원에너지 기업을 대상으로설문조사를 실시하여 기업의 요소 투입과 경제적 성과 간의 관계를 분석하면서 관련 정책의 매개효과가 있는지 분석하였다. 분석의 결과, 한국 폐자원에너지 기업의 투입 증가는 정부 정책을 매개로하여 기업성과 증가에 영향을 미치는 것으로 나타났다. 또한 세부 정책별 매개효과를 비교분석한 결과, RPS제도 > 전력가격변화 > 온실가스감축의무화 순으로 정책별 매개효과가 큰 것으로 나타났다. 이러한 분석결과에 따라, 한국 폐자원에너지 기업의 투입대비 경제적 성과를 제고하기 위해서는 RPS 제도의 매개효과가 큰 점을 감안하여 RPS제도의 실효성을 높이기 위한 노력이 필요하다고 판단된다. 또한 온실가스감축의무화 정책에 의한 매개효과가 상대적으로 작으므로, 정부는 해당 정책을 유연하게 추진할 필요성이 있다고 판단된다. 그러나본 논문은 폐자원에너지산업 내 관련 기업의 실질통계를 수집하기 어려워 설문조사를 시행하였다는 점에서 한계를 지니고있다. 향후 이러한 한계를 보완할 수 있는 실질통계가 구축된다면 보다 정밀한 분석이 이루어질 수 있을 것으로 기대된다. This study is analyzing whether there are mediating effects of government policies between inputs and economic performances of Korean waste-to-energy (WTE) companies. The independent variables are set as the input factors of the WTE companies and the dependent variables are defined as the economic performances of the WTE companies. In addition, the mediating variables are defined as the government policies. In order to analyze the mediating effects of the policies, we conducted a questionnaire survey on Korean WTE companies and the mediating analysis using the PROCESS Macro proposed by Hayes (2013). As results of the analysis, the increase in the inputs of the Korean WTE companies has been found to affect the increase of the performances through the government policies. In addition, as a result of comparing the mediating effects by detailed policies, it has been found that the mediating effect was greater in the order of RPS system > the price variation of electricity > the obligation of greenhouse gas reduction. Based on the results of this analysis, it is necessary to establish industrial revitalization factors to enhance the efficiency of the RPS system in view of the large mediating effect of the RPS system on Korean WTE companies.
