국제개발협력 평가 관련 아프리카 디콜로니제이션(Decolonization) 접근에 대한 탐색적 연구: <아프리카 평가 연구>를 중심으로

본 연구는 국제개발협력 평가에 디콜로니제이션(decolonization) 접근을 적용하기 위해 ‘아프리카 평가 저널(AEJ)’에 실린 논문을 내용분석(content analysis)하여 공여 국과 협력대상국의 평가 관점 차이를 이론적･분석적으로 고찰한다. 국제개발협력 평가는 전통적으로 서구 공여국 중심의 글로벌 노스(Global North) 관점에서 설계되고 이행되어 왔다. 이러한 평가 모델은 신자유주의적 서구 개발 모델을 반영하는 경향이 강했으며, 개발협력 사업이 수행되는 글로벌 사우스(Global South)의 독특한 문화적, 역사적 맥락을 충분히 고려하지 못했다는 비판을 받아왔다. 이에 따라, 아프리카에서는 국제개발협력 평가에 대한 디콜로니제이션 접근의 필요성이 점차 강조되고 있다. 본 연구는 두 가지 주요 질문에 답하고자 한다. 첫째, 국제개발협력 평가에서 탈식민 주의적 관점을 적용할 때 나타나는 (메타)이론적 함의는 무엇인가? 둘째, 현재 아프 리카 맥락에 적합한 평가와 관련된 주요 담론은 어떤 특징을 가지고 있는가? 본 연구는 질적 비교 연구 도구인 Atlas.ti 소프트웨어를 활용하여 ‘아프리카 평가 저널 (AEJ)’에 게재된 논문들을 분석했다. 분석 결과, AEJ은 디콜로니제이션 담론의 확산과 세련화에 기여했으나, 아프리카의 문화적 맥락을 충분히 반영한 평가 기준과 방법론을 제시하는 데는 여전히 한계가 있었다. 이 연구는 기존의 서구 중심적 평가 모델 에서 탈서구중심적이고, 탈/비식민주의적인 평가 모델의 필요성을 강조한다. 또한, 아프리카 중심의 평가 모델이 기존 서구적 평가 모델과 어떻게 차별화될 수 있는지를 탐색적으로 논의함으로써, 이론적･실천적 기초를 제공한다는 점에서 연구의 의의를 가진다. This study conducts a content analysis of the African Evaluation Journal, focusing on its application of a decolonization approach to the evaluation of international development cooperation in Africa. It theoretically and analytically examines the differences in evaluation perspectives between donor and recipient countries. Traditionally, evaluations of international development cooperation have been designed and implemented with a focus on Western donor countries from the Global North, and these evaluation models tend to reflect the neoliberal, Western development paradigm. However, such models often fail to account for the cultural and historical contexts of recipient countries in the Global South, where development cooperation projects are conducted. As a result, there has been a growing demand in Africa for decolonizing the evaluation of international development cooperation. This study is centered around two key questions: First, what are the (meta) theoretical implications of applying a decolonial perspective to the evaluation of international development cooperation? Second, what are the characteristics of an evaluation paradigm tailored to the African context? The study analyzes articles published in the African Evaluation Journal using Atlas.ti, a qualitative comparative research software. The findings suggest that while the African Evaluation Journal contributes to the refinement and dissemination of the decolonization narrative, it falls short in presenting evaluation criteria and methodologies that fully reflect Africa's local context.
