Between 1965 and 1992, in its relationship with Suharto's Indonesia, this principle was placed under strain, as the dilemma arose over whether aid aimed at helping the poor should be suspended because their government violated human rights. Presents an overview of Netherlands human rights and development aid policy and shows what this meant in terms of Dutch relations with Indonesia. Discusses solutions to the dilemma.
