It carried with it the message of broader social changes that were to bring about the improvement of conditions of life for the population as a whole. However, it brought about a transformation of the living conditions of the population in all the advanced industrialized countries and especially the working classes and weaker population groups. The flourishing of the welfare state continued throughout the 1950s till the end of the 1970s. The last two decades have seen a decline of the welfare state. This trend found its expression in the breakdown of the political consensus supporting the welfare state, the withdrawal of the political establishment from backing it, and the cuts in resources allocated for maintaining its social service systems. At the time of the flourishing of the welfare state, it was assumed that this social regime had reached a sort of permanence and that its existence was assured.
