Public participation in making public policy decisions is a comparatively new concept, and especially so in determining public health policy. Such participation is particularly important when issues of equality and access for persons with disabilities are concerned. The process of making public health services accessible in accordance with the Equal Rights Act (Equal Rights for Persons with Disabilities,2nd revision, Accessibility, 2005), followed the same process as that used by other services and public institutions in writing and implementing accessibility bylaws. As required by the Equal Rights Act, representatives of associations and organizations representing people with disabilities were consulted and were invited to actively take part throughout the process. It was hoped that this ongoing dialogue between policy makers and health service customers would lead to finding efficient and viable solutions to the problems faced by the health system. The development of a common language, the formation of a mutual basis for discourse and the setting of common goals are all important achievements, despite that fact that not all of the parties involved are fully satisfied with the final result as yet.
