Using a systematic approach to evaluation allows for the identification of the project’s merit or significance (Scriven, 1999). Developing a systematic evaluation approach for a complex project in a data-intensive environment can be challenging. This chapter discusses the experience of creating and implementing an evaluation plan for the Data Observation Network for Earth (DataONE), an interdisciplinary, multi-institutional, multinational project that supports the data life cycle in the biological, ecological, and environmental sciences.
